Best Masterthesis 2024: Krisenmanagement, by Philipp Röhr, B.A. RWTH MA

In seinem Vortrag gab Philip Röhr einen Überblick über kritische Infrastrukturen, erläuterte ihre lateinischen Wurzeln und stellte die rechtliche Definition auf europäischer und nationaler Ebene in Österreich vor. Infrastrukturen sind Systeme, die aus kausal und interdependent verbundenen Elementen bestehen. Eine Beurteilung ihrer Kritikalität ist nur situations- und kontextabhängig möglich. Oft sind es akute Überlastungssituationen, die die Fragilität offenbaren.

Der Schutz kritischer Infrastrukturen umfasst ein Sicherheitskonzept, das sowohl den Schutz vor Naturkatastrophen als auch die Abwehr von menschlicher Gewalt (Terror, Sabotage, Krieg) beinhaltet. Dies kann einerseits durch traditionelle staatliche Mittel (Polizei, Militär) erreicht werden, umfasst aber auch Konzepte der Vorsorge und der Resilienz. Das Konzept der Resilienz im Sinne des United Nations Office for Disaster Risk Reduction (UNDRR) wurde diskutiert und es wurde aufgezeigt, wo sich Ansätze dazu in den rechtlichen Definitionen auf europäischer und nationaler Ebene in Österreich finden.

In ausgewählten Bereichen wie politischer Kontrolle, Organisationsstrukturen zum Schutz kritischer Infrastruktur, soziokulturellen Faktoren, Bildung, ökonomischer Resilienz sowie ökologischen Faktoren und Klimawandel wurde dargelegt, wie das SKKM Einfluss nimmt, wo Defizite, besonders in der Kooperation zwischen bundesstaatlicher und zentralstaatlicher Ebene, liegen und wie die Rolle der EU auf supranationaler Ebene in diesem Zusammenhang zu bewerten ist.

Philip Röhr B.A. RWTH, MA, war Fachreferent für Recht und Politik an der Fakultätsbibliothek RESOWI der Universität Graz und wird ab 02.01.25 in der Stabsstelle Krisenmanagement im BMK arbeiten.

 

In his presentation, Philip Röhr gave an overview of critical infrastructures, explained their Latin roots and presented the legal definition at European and national level in Austria. Infrastructures are systems that consist of causally and interdependently connected elements. Assessments of their criticality are only possible depending on the situation and context. It is often acute overload situations that reveal fragility.

The protection of critical infrastructures encompasses a concept of security that includes both protection against natural disasters and defence against human violence (terror, sabotage, war). On the one hand, this can be achieved by traditional state means (police, military), but also includes concepts of preparedness and resilience. The concept of resilience as defined by the United Nations Office for Disaster Risk Reduction (UNDRR) was discussed and it was shown where approaches to this can be found in the legal definitions at European and national level in Austria.

In selected areas such as political control, organisational structures for the protection of critical infrastructure, socio-cultural factors, education, economic resilience as well as ecological factors and climate change, it was shown how the SKKM exerts influence, where deficits lie, especially in cooperation between the federal and central state levels, and how the role of the EU at supranational level is to be assessed in this context.

Philip Röhr, B.A. RWTH, M.A., has served as a subject librarian for law and politics at the RESOWI faculty library at the University of Graz. Beginning on January 2, 2025, he will take up his staff role in crisis management at the Federal Ministry of Climate Action, Environment, Energy, Mobility, Innovation, and Technology.

CSDP - From Larnaca to Lisbon

Last week was truly exceptional. We learned all about CSDP (Common Security and Defence Policy) operations and missions at the National Defence Academy of Larnaca, Cyprus. It was a remarkable Mediterranean time slot towards the year's end, filled with outstanding hosts, panelists, course leaders, and colleagues from across Europe. I thoroughly enjoyed it! This is training at its finest, with special thanks to Christoforou Christoforos and Maria do Rosário Penedos. Looking forward to the upcoming modules of the 20th ESDC High Level Course 'José Cutileiro' in Bukarest and Lisbon!
